Each decanter has three bands of three applied rings of glass around the neck. The cut decoration I believe is Masonic related. You can find an example of a very similar decanter illustrated in Pittsburgh Glass 1797 - 1891 A History and Guide for Collector by Lowell Innes on page 147, plate 107. I believe that these decanters are American rather than English.
The glass is not mold blown and the rings on the neck are applied. The base is slightly concave and the pontil polished. Other than some residue - lime or mineral - on the inside surface of the base of each decanter which can be professionally removed (there is residue on the side walls), there are no chips, cracks, flakes, hairlines or evidence of grinding.
